Update git submodules 

* Update charm-interface-mysql-router from branch 'master'
  to f47d7bad342da110af18afc6a23450e219564fb7
  - Fix stale allowed_units by using app-bag
    
    Stale data is read from the db-router relation if
    the leader is not the lowest numbered unit.
    
    This change refactors the requires module to use
    Endpoint class to enable use of app-bag to read
    the app-data.
    
    Partial-bug: #1989505
