Zuul projects are moving from tox to nox due to incompatibilities in
tox v4. This updates zuul-sphinx to nox.

We test it and use it in python3, so go ahead and mark that in
setup.cfg. Also, update the homepage to the zuul-sphinx docs.

Remove dep on oslosphinx.
Tell pbr our package name.
